VACANCY AT THE COUNCIL OF MINISTERS OF THE ECONOMIC COMMUNITY OF WEST AFRICAN STATES

THE COUNCIL OF MINISTERS OF THE ECONOMIC COMMUNITY OF WEST AFRICAN STATES, ECOWAS,
ESTABLISHED, WITHIN THE ECOWAS COMMISSION, A SMALL ARMS UNIT WITH THE MANDATE TO
MONITOR AND COORDINATE THE IMPLEMENTATION OF THE OF THE 1998 ECOWAS MORATORIUM ON
THE IMPORTATION, EXPORTATION AND MANUFACTURE OF LIGHT WEAPONS, WHICH HAS BEEN
TRANSFORMED INTO THE ECOWAS CONVENTION ON SMALL ARMS AND LIGHT WEAPONS, THEIR

AMMUNITION AND OTHER RELATED MATERIALS IN JUNE 2006.
TO STRENGTHEN THE CAPACITY OF THE SMALL ARMS UNIT TO FULFIL ITS MANDATE, THE ECOWAS
COMMISSION IS SEEKING TO RECRUIT HIGHLY QUALIFIED CANDIDATES FOR THE FOLLOWING POSITIONS:

DIRECTORATE : PEACE KEEPING & REGIONAL SECURITY
POST: PROGRAMME OFFICER – INFORMATION TECHNOLOGY &
DATABASE MANAGEMENT

SUPERVISOR : HEAD OF SMALL ARMS UNIT
ABUJA, NIGERIA

DUTIES AND RESPONSIBILITIES
UNDER THE DIRECT SUPERVISION OF THE HEAD OF THE SMALL ARMS UNIT, THE PROGRAMME OFFICER,
INFORMATION TECHNOLOGY AND DATABASE MANAGEMENT WILL:
• ENSURE THE DESIGN, MAINTENANCE AND MANAGEMENT THE REGIONAL SMALL
ARMS AND LIGHT WEAPONS WEB-BASED DATABASE MANAGEMENT SYSTEMS TO
BE USED FOR PEACE SUPPORT OPERATIONS;
• ASSIST MEMBER STATES IN ESTABLISHING OR REVIEWING NATIONAL DATABASE
MANAGEMENT SYSTEMS OF SMALL ARMS AND LIGHT WEAPONS.
• REVIEW IF NECESSARY AND MAINTAIN THE DATABASE FOR THE MANAGEMENT OF
THE EXEMPTION PROCEDURES TO THE ECOWAS MORATORIUM/CONVENTION ON
SMALL ARMS AND LIGHT WEAPONS.
• DEVELOP DATA COLLECTION
TEMPLATES TO REPORT ACTIVITIES RELATED TO SMALL
ARMS AND LIGHT WEAPONS IN THE MEMBER STATES.

• COLLECT DATA FROM OTHER SOURCES INCLUDING ON-LINE NEWS MEDIA IN
MEMBER STATES, AND USE SAME TO ENRICH THE CONTENTS OF THE ARMS REGISTER
AND DATABASE.
• ENSURE THE DESIGN AND INSTALLATION OF APPLICATIONS OF A DATABASE
MANAGEMENT SYSTEM AND THE ESTABLISHMENT OF APPROPRIATE LINKS WITH
EXISTING APPLICATIONS AND OTHER DATA PROCESSING SYSTEMS
• PROVIDE GENERAL INFORMATION TECHNOLOGY SUPPORT TO THE ECOWAS
COMMISSION DEPARTMENT FOR PEACEKEEPING AND REGIONAL SECURITY.
• ASSIST IN THE EFFECTIVE CONDUCT OF RESEARCH ACTIVITIES ON THE ISSUE OF SMALL
ARMS AND LIGHT WEAPONS
• PERFORM OTHER TASKS AS MAY BE ASSIGNED BY THE HEAD OF THE SMALL ARMS
UNIT.

QUALIFICATIONS AND EXPERIENCE
• A BACHELOR’S DEGREE (BSC OR ITS EQUIVALENT) IN COMPUTER SCIENCE,
INFORMATION SYSTEMS, ANY RELEVANT SCIENCE, ENGINEERING, SOCIAL SCIENCE
FIELD OR AN EQUIVALENT COMBINATION OF EDUCATION AND EXPERIENCE FROM
WHICH COMPARABLE KNOWLEDGE AND SKILLS MAY BE ACQUIRED
• AT LEAST FIVE (5) YEARS PROGRESSIVELY RESPONSIBLE PROFESSIONAL EXPERIENCE IN
INFORMATION TECHNOLOGY PARTICULARLY IN DESIGNING, MODELLING, DEVELOPING,
AND SUPPORTING DBMS;
• POSSESSION OF A HIGHER DEGREE WOULD REDUCE THE REQUIRED EXPERIENCE TO
THREE (3) YEARS;
• PREVIOUS EXPERIENCE WITH A REGIONAL OR INTERNATIONAL ORGANIZATION WOULD
BE AN ADVANTAGE;
• PROVEN KNOWLEDGE ON SMALL ARMS AND LIGHT WEAPONS AND SECURITY RELATED
ISSUES.
• KNOWLEDGE OF THE ECOWAS POLICY AND OPERATIONAL FRAMEWORK FOR
CONTROLLING THE PROLIFERATION AND TRAFFICKING IN SMALL ARMS AND LIGHT
WEAPONS WOULD BE AN ADVANTAGE
• A WORKING EXPERIENCE WITH THE NATIONAL COMMISSIONS ON SALW AND CIVIL
SOCIETY ORGANIZATIONS WOULD BE AN ADVANTAGE;
• STRONG THEORETICAL BACKGROUND AND SUBSTANTIAL EXPERIENCE IN
INTERNET/INTRANET SUPPORT INFRASTRUCTURE DESIGN, INFORMATION
TECHNICAL/INFORMATION MANAGEMENT, SYSTEMS FACILITIES AND EXECUTION
PROTOCOLS;

• ABILITY TO WORK UNDER PRESSURE AND HANDLE POLITICALLY AND CULTURALLY SENSITIVE
ISSUES;
• EXCELLENT INTER-PERSONAL AND COMMUNICATION SKILLS.

AGE
CANDIDATE MUST NOT BE OVER FIFTY (50) YEARS OF AGE AT THE POINT OF RECRUITMENT.

LANGUAGE
MUST BE FLUENT IN ONE OF THE OFFICIAL LANGUAGES OF ECOWAS: ENGLISH, FRENCH AND
PORTUGUESE. A WORKING KNOWLEDGE OF SECOND OFFICIAL LANGUAGE WOULD BE AN
ADVANTAGE.
